Oshawa, Ont. – 10/12/2020 — Hard-Co Constructions previous site on 618 Columbus Rd. E. was open from 2008-2016. Residents had found used tires, vehicle parts and paper mill sludge being dumped at the site, according to Allen Frank, a north Oshawa resident.
